On March 15, 2025, the President signed a continuing resolution (CR) that continues funding the federal government for the rest of the current fiscal year, ending September 30, 2025. This action averted a government shutdown, increased defense spending and immigration enforcement, and reduced other domestic spending, such as the elimination of all earmarked projects.

 

Join PANO and our partners at Duane Morris Government Strategies, the PA Health Access Network (PHAN), and Clearlink Partners to review:

About the Facilitators:

 

Anne Dudro, Director of Federal Government Affairs, Duane Morris Government Strategies

Anne Dudro brings over two decades of expertise in federal policy to the Duane Morris Government Strategies team. Throughout her career, she has been committed to crafting and executing innovative strategies that address complex challenges while promoting effective public policies.

 

Before joining DMGS, Anne co-founded and served as managing partner of Commonwealth Consulting Partners, a Pittsburgh-based government relations firm. There, she specialized in helping clients achieve immediate objectives and long-term goals through tailored government affairs strategies, focusing on grant procurement, education, and emerging technologies.

 

Anne’s extensive experience also includes a tenure as a Senior Associate at HCM Strategists, seven years in President George W. Bush’s administration, two years as Chief of Staff for the Office of Elementary and Secondary Education at the U.S. Department of Education under Secretary Margaret Spellings, and two staff positions at the White House from February 2002 to February 2005.

 

A graduate of St. Lawrence University with a degree in Government, Anne now resides in Pittsburgh with her husband and three children. She is actively involved in her community and has served on numerous boards.

Patrick Keenan, Director of Policy & Partnerships, Pennsylvania Health Access Network (PHAN)

In his role as Director of Policy & Partnerships at PHAN, Patrick Keenan develops data and analysis to influence public support for expanding healthcare for all Pennsylvanians while advancing consumer-driven priorities like transparency, quality, lower costs, and expanded protections. He leads efforts to address the social determinants of health, enhance Medicaid managed care, improve coverage, and increase health equity.

 

Patrick also built PHAN’s statewide consumer engagement program that enrolls thousands, works to resolve consumer issues, and empowers consumers with information and resources, all using a data-driven, campaign-style approach. This includes a Helpline that answers over 18,000 calls a year and helps disconnected communities address barriers and improve access.

 

Patrick earned a graduate degree looking at evidence-based practices in behavioral health.

Karin VanZant, Vice President of Social Determinants of Health & Health Equity, Clearlink Partners

Karin brings 20 years of experience working in and among low-income, underserved populations who depend on safety net benefits to help close critical service gaps and make ends meet. She is a nationally recognized thought leader in Social Determinants of Health (SDOH), playing an integral role in influencing the recent shift as healthcare systems moved to blend social care into healthcare delivery, allowing for improved quality outcomes and reduced healthcare spending.

 

Karin brings a unique set of skills and knowledge to her role at Clearlink, particularly in identifying and implementing ways to integrate SDOH into already-established programs and capabilities, such as quality metrics, HEDIS metrics, cost of care initiatives, and value-based contracts to close care gaps.

 

With experience incorporating SDOH programming requirements from 1115 waivers to blending non-healthcare funding to expand SDOH capabilities within Medicaid, Karin has the expertise to collaborate with multiple stakeholders to accomplish goals that are mutually beneficial for both managed care plans and state Medicaid offices.
